Introduction

The specific context of conflict and the dynamics of differentiation are, inform the process of resolving this conflict. The LRA rebels maim, abduct children, largely killing civilians, rape and commit other acts of sexual violence and crimes against property, including but not limited to burning the huts of civilians, destruction of vehicles, economic extortion and food and medical products fly. 1 Although it is fair to argue that the nature of LRA atrocities is synonymous with other armed conflicts in Africa, as the insurgency in Sudan's Darfur, the Rwandan genocide of 1994 and other scenarios, in the case of the LRA, many of those who have committed crimes against humanity are coerced by their captors. At the heart of the internal organization of the LRA are abducted persons, mostly children and young people, which are converted into carriers, the soldiers and women.

When the FAP have been removed, they were forced to commit an act of brutality, often against a parent, which loads and traumatize them so they are reluctant or unable to return to their villages for fear of reporting their community and the revenge of furious after losing their relatives.2

This document describes the situation of war in northern Uganda3 and the fate of the PAF and examines the various initiatives taken to ensure the sustainable reintegration of these community-based FAP. It also provides actionable recommendations for improving their functioning and reintegration into their communities.

Analysis of the situation of the LRA insurgency in northern Uganda

Across northern Uganda illustrates the vicious conflict suffering from the LRA than twenty years with the central government of Uganda is characterized by deliberate killings, abductions, rape and internal displacement of population Preparedness.
