Yamaha xl800 when takeing off acts as a clutch without forward speed? There is no clutch or gearbox. Your network which covers the release of water (also gives you the back) may need adjusting or your turbine can be worn or damaged.
The most likely cause of this is too much clearance between the impeller and the seal of the pump. It does feel like a car when the clutch is worn, engine speed, but boat will not accelerate quickly. If you apply gas slowly, the boat begins to move normally and the plane (a little slower than normal). You must visually inspect the wheel and line gouges and wear. You must replace both as a set for "as new" accelerated again.

If you have debris in the rotor (pieces of rope, weeds, pebbles, etc.), it will cavitation bubbles or air instead of water flowing through the turbine. If something substancial and through a curved blade of the wheel, it will do the same thing.
